Alright, so I just tested it with a congressman. When a congressman prosecutes a player, the man himself won't be able to join police job for 5 minutes. The cd is for congressman and not the player he prosecuted. Hope it is clear.

In survivals, sometimes the NPCs are bugged and not present at marked location, and nowhere to be seen in the zone.
On other occasions, NPCs are stacked.
