Garage upgrade is valid, actually, a seperate special garage can be added to store multiple vehicle, just like GTA Online, few special garages which can store multiple vehicles.

-1 for this suggestion, how come finances are reaching above 100m at first place? Bad finance management, right? Let's just keep congress simple with current reward system, all other reward will just attract Limo farmers, as a congress man who worked from 2022 to 2025, current system fits perfectly, it just needs some guidance.

As for gangs and jobs problem, there is a reason we get /wl when finances go in debt or go above 100m, it's just simply not possible for a single congressman to enjoy bonus for a long period of time, it's just whole server who enjoy those small bonus.
